The City, the County, and Why That Is the First Question
Frederick County’s parks are not on the county website. The Division of Parks and Recreation runs its own site at recreater.com, where shelter reservations and park rules live. A reader who searches the county domain will not find them.
The City of Frederick runs its own parks separately, through Parks & Recreation. Reserving any part of a City park for your exclusive use requires a permit from the City, and that is true whether or not you are charging anyone or serving anything.
Then there is the layer that crosses both. Alcohol licensing for an event runs through the Frederick County Liquor Board, and it reaches events inside the city limits too. Its own published list of special licences names Carroll Creek Amphitheater, which is City parkland. The Board’s application checklist shows how that works in practice: the landowner signs, and for Carroll Creek the landowner is the Mayor. One event, one piece of ground, and the approvals run in order.
There Is No City Special Events Office
This is the finding most likely to cost you an afternoon. The City of Frederick has no single special event permit and no special events office. Searching for one leads to a Frederick Police community outreach page that lists Coffee With a Cop, which is not a permitting page.
The City’s Permits & Application Center instead scatters event-related applications across departments. Parks & Recreation handles park facility rentals, sports field use, and parade, race, and walk requests. Engineering holds temporary road closures. The vendor license sits under Building. If you are expecting one form, expect several, filed in different places.
Alcohol Permitting in Frederick
City of Frederick parks ban alcohol outright.
Frederick County parks take the opposite approach. Alcohol is permitted at a named set of county parks, by permit, through the Division’s alcohol permit process.
Carroll Creek Park is the exception that proves how separate these systems are. It is City parkland, and it is not covered by the blanket park ban in the same way; it has its own use policy and a separate process involving the County Liquor Board.
Selling is the trigger. If you intend to sell drinks, that is a license question for the Liquor Board, whatever ground you are on. Ask them early which route applies to your event, because the county publishes more than one.
Tents, Stakes, and Open Flame
In county parks, every tent needs approval. There is no size floor, so the common rule of thumb that a small canopy needs nothing undercounts the risk here. Ask the Division before you assume a small canopy is exempt.
Inside the city, the office that permits a tent over 10 by 10 isn’t clearly published. Ask the City Building Department and the County Fire Marshal which one handles it, and get an answer before your rental is delivered.
At Carroll Creek Park, staking into the ground is not allowed. Weighted bases are the way a tent stands up there, so tell your rental company the surface when you order.
Frederick County runs a named seasonal burn ban, and it covers the whole outdoor wedding season:
> “A burn ban is instituted every summer from June 1st through and including August 31st, due to ozone concerns, and is always lifted on September 1st.”
Burn permits outside that window come from an office most people would never guess. The Fire Marshal’s own page routes you to the Health Department. Fire rules, health department.
What Is Not Allowed, Permit or No Permit
County park rules prohibit firearms, weapons, and fireworks of any kind. Pets are allowed only if attended and on a leash of 9 feet or less. Grills must sit at least 20 feet from a shelter and from anything combustible, and grease may not be dumped on park grounds. Drones need approval through a special request. Camping requires a permit and a designated area. Vehicles are not allowed on grass.
City park rules add their own. Park vehicles are only allowed in designated areas, and while you may pull up to unload near a pavilion, the vehicle must move immediately. Nothing gets stored on site.
What to Ask Before You Book
Frederick publishes very little about what a permit costs or how long it takes, and those change. These are the questions that actually decide your plan:
- Which jurisdiction is this venue in, City or County? Everything else follows from the answer.
- Does the reservation include alcohol, or is that a separate filing with the Liquor Board?
- Who has to sign as landowner, and how long does that signature take?
- Will they want proof of insurance, and who has to be named on it?
- Does this site allow staking, or do tents need weights?
- Is amplified sound covered by my permit, or filed separately? County parks require a permit for it; City parks put a decibel limit on the permit holder.
- If food is being served to the public, does the Health Department need a temporary food permit? The trigger is whether the event is open to the public, and it can apply even when nothing is sold.
Who to Call in Frederick
City of Frederick Parks & Recreation holds park reservations, sports fields, Baker Park and the parade, race and walk request. Start at Park Facility Rentals or Parades, Walks & Races.
City Engineering handles temporary road closures, through the City’s application center. A closure can gate the rest of your approvals, so raise it first.
Frederick County Division of Parks and Recreation, at recreater.com, handles county shelters, county park rules and the county alcohol permit.
