Harrisburg&#8217;s own park rules sheet makes the point for you: it identifies one anchor of the Capital Area Greenbelt as a Dauphin County-managed park. A walk along the Greenbelt can move you onto different ground without any sign telling you so.<\/p>\n<p>The same split repeats across the region. The City of Lancaster and Lancaster County run separate systems. So do the City of York and York County. Derry Township runs Hershey&#8217;s parks itself. Carlisle and State College each publish their own special activities process. On most public ground in this region, alcohol is settled before any state permit enters the conversation.<\/p>\n<p>Harrisburg&#8217;s park rules list no alcoholic beverages, along with no glass containers and no fires. Dauphin County&#8217;s parks ordinance prohibits the sale, consumption or possession of intoxicating liquors in any park. Derry Township prohibits it in its parks. Pennsylvania&#8217;s state parks are blunt about it: <strong>&#8220;Alcoholic beverages are prohibited in all Pennsylvania state parks&#8221;<\/strong><\/p>\n<p>York County bans it too, then allows a written waiver, which is a different thing from a permit and worth asking about directly.<\/p>\n<p>So before you look into a Special Occasion Permit from the Liquor Control Board, find out whether the ground you have booked allows a drink at all. Often that is the whole answer, and the state layer never becomes relevant.<\/p>\n<h2 id=\"what-trips-a-permit-changes-with-the-border\">What Trips a Permit Changes With the Border<\/h2>\n<p>There is no regional threshold. Each authority draws its own line, and they are far apart.<\/p>\n<p>York County turns on headcount. Its parks ordinance requires prior written permission from the Director for special events involving more than 10 participants, which is the lowest trigger in the region by a wide margin. If you are putting up anything, ask first.<\/p>\n<p>Derry Township turns on catering. DCNR requires prior written authorization for group events on its land.<\/p>\n<p>Two things in that matter for planning. DCNR decides whether your event is simple or complex, not you. DCNR also groups equipment rentals with guided tours when describing commercial operations, so ask whether your rental supplier needs its own authorization to deliver.<\/p>\n<p>Gettysburg National Military Park is federal ground with its own process. A formal event on the battlefield needs a Special Use Permit through the park superintendent, and the borough&#8217;s forms do not reach it. If your venue is the battlefield, start with the National Park Service, not with Gettysburg Borough.<\/p>\n<h2 id=\"what-is-not-allowed,-permit-or-no-permit\">What Is Not Allowed, Permit or No Permit<\/h2>\n<p>A few rules hold whether or not you have a permit, and they change by jurisdiction:<\/p>\n<ul>\n<li><strong>Dauphin County parks<\/strong>: Open fires are prohibited except in the fireplaces and grills provided, or in a private portable grill approved as safe by the department. Selling anything or soliciting donations requires the Director&#8217;s written permission, as do any entertainment, demonstration, or exhibition. Nobody is permitted in the parks during hours of darkness except in designated areas or with written permission.<\/li>\n<li><strong>Harrisburg<\/strong>: One rules sheet covers the city&#8217;s parks and playgrounds, and it includes rules on glass containers and fires.
