Houston Parks and Recreation, the Mayor&#8217;s Office of Special Events, and Harris County each manage their own land.<\/p>\n<p><strong>The Houston Parks and Recreation Department<\/strong> manages city parkland. Its Reservations Office issues reservations for the parks the department operates, and requests go through the city&#8217;s online reservation site. This is the route for a private party in a city park.<\/p>\n<p><strong>Public events<\/strong> go to the Mayor&#8217;s Office of Special Events instead. Its own list covers &#8220;city-wide and neighborhood festivals, dedications, inaugurations, parades, tree plantings, fun runs\/walks, groundbreakings, and community\/neighborhood holiday celebrations,&#8221; and the full list stays on its permitting page. The office also asks anyone holding an event on a City park or City street to get in touch for a preliminary discussion first, so a public event in a park can involve both desks. Ask which one is covering you before you plan around either.<\/p>\n<p><strong>Harris County parkland is not city parkland.<\/strong> The county runs its own parks through its commissioner precincts, and each precinct handles its own bookings. Ask whether your specific site is one of the exceptions.<\/li>\n<li><strong>Glass containers are prohibited.<\/strong> That one quietly changes a bar order.<\/li>\n<li><strong>Smoking is out<\/strong> across City of Houston park spaces, indoors and out.<\/li>\n<li><strong>Park hours run dawn to dusk<\/strong> unless the site says otherwise, so an evening event needs a conversation.<\/li>\n<\/ul>\n<p>Other rules cover dogs on leash, parking, motorized vehicles off the roadways, and protecting plants and animals. Street functions and parades are graded by scale, and each grade has its own filing window, so the timing question is worth asking early.<\/p>\n<p>One thing to check on your route: if it touches a TxDOT right-of-way, that&#8217;s treated as its own case with a longer runway. Start at <a href=\"https:\/\/www.harriscountytx.gov\/\" target=\"_blank\" rel=\"noopener\">harriscountytx.gov<\/a>.<\/li>\n<li><strong>TABC:<\/strong> in Texas, the trigger for an alcohol permit is a sale, not service. Giving drinks away free needs no permit, but building the cost into a ticket price counts as selling. A private host can&#8217;t hold a temporary permit at all, so your route is a licensed caterer or the venue&#8217;s own licence, and that&#8217;s a question to settle at booking.
